Backstory
Dalaran is the floating city of the Kirin Tor, the mages' city-state that's been destroyed and rebuilt more than once across Warcraft's lore.
It's served as a neutral faction hub twice in the game itself — hovering over Northrend during Wrath of the Lich King, and over the Broken Isles during Legion.
