Backstory
Survivors' Enclave grew up around the refugees who fled Westmarch ahead of Malthael's angels, camped just outside the walls of Pandemonium Fortress. It became Act V's home base — vendors, the Nephalem obelisk, and the road out to the Battlefields of Eternity all sit within easy reach.
Where Pandemonium Fortress is the timeless out-of-story hub, Survivors' Enclave is the in-story one — a real place on Sanctuary, built by people running from the same war the player just walked into.
